What you'll need is an Action Replay and the game (natch). By inputting code 02106404 00000001, you'll be able to enjoy some nice, readable text. Of course, this isn't perfect, so those of you who want to experience the full game as it's intended for your language region might want to wait. But, of course the problem is that waiting is hard.

Odd that the import version would have some portions of an uncomplete english translation unless Square Enix released this in Japan while they were translating the game in english.

Could the English translation be strings already translated from the original Dragon Quest IV? It would make sense for them to build in English support, and use the old strings as placeholders, because it's far easier to build localization support in initially than it would be to try to add it in later when they finally decided to go for translated versions.

Yeah, the translation is probably left over from the almost-finished playstation remake that got canned. It's probably only a placeholder as they either redo the translation or evaluate whether or not they should even release it here.
(Side note: if they don't release it here I'm gonna be furious, because it looks amazing.)

It would be kinda odd for them the keep the old translation since Square-Enix completely redid nearly all of the scripts for Final Fantasy I-IV and Final Fantasy Tactics: The War of the Lions. However, I really couldn't see how remaking Dragon Quest's script could enhance it more since there wasn't any real problems with the 90's original, which I think is a real credit to Enix actually. (Please, PLEASE keep the U.S spell names like "Inferno" and "Beat" instead of "Whoosh" and "Thwack")

In the JPN cartridge the English uses "Whoosh" and "Thwack". Sorry :-(
