While it's true that the original Blue Bomber makes an appearance in Mega Man Star Force 2, it's probably not in the way that you're hoping. In a promotion for the game, Capcom has allowed Japanese players to download a classic Rockman card at DS download stations.It would definitely be cool if Capcom let other regions enjoy this content, too, but we're not getting our hopes up. This wouldn't be the first time Japan has gotten cool downloadables that haven't found their way elsewhere.

Megaman Starforce allows you to create your own avatar, with 15 customisable colours.
This download simply has a pre-made 8bit megaman graphic attached to it, it's nothing special as far as I'm aware (it might just be a brotherband that allows you to randomly draw one of those 4 icons in battle.)

On a side note, Megaman Starforce also has something called Cyphermail, which is basically entering passwords to unlock goodies.

That's nothing compared to what Megaman ZX Advent did though. :D
