@Josh L. - Yes, the picture is of the White Stripes. They were in the film Coffee and Cigarettes for a segment in which Jack demonstrates the Tesla coil to Meg.

Jezreel answered it before I could -- it's a hilarious bit from the film, which is all done in similarly weird segments with a load of great actors and musicians.
As for better resolution... I had a difficult time finding images from the film that weren't just Jack and Meg talking before he trundles off to get his Tesla coil. It's a shame, too, 'cause the goggles SO make it.
And I also love the crowd reaction to that particular music. I think we all remember getting our asses kicked to that sound at least once or twice.

The second question you asked, about the "glowing X", I imagine it is one of the points to where the light bolt hits. If you notice, everytime the bolt hits it, the red part lights up brighter. Probably something to do with how they got it to go with the music.

Again, I don't think there is one, really -- the biggest I found was that one. Which is a shame, really, because there are some really funny moments in that bit.
Best bet? Rent the movie! Coffee and Cigarettes, directed by Jim Jarmusch.
