The move is called Rest, and is only learnable by way of Technical Machine.

i was about to say.....ive played every Pokemon RPG to date and i dont remember any move called Sleep lol. i honestly didnt know Pikach could learn Rest though since i rarely use him as my electric type (Ampharos is where it's at with his massive special attack.)

Try Light Ball. Doubles Pikachu's special attacks and ALL his Electric attacks. Well I'm not sure about special attacks anymore...

Straight doubling of both Attack and Special Attack. So if you have a Grass Knot Pikachu, it will destroy Geodude the world over.
And Rest is a renewable TM in Diamond/Pearl, either through the Game Corner or a Pickup Pokemon.
