I remember seeing news coverage for the grab bags when I lived in Japan. Apparently a lot of stores do it, and places like fashionable clothing stores will have lines hundreds of people deep. You're guaranteed to get at least as much value as the bags cost, likely more, and can stand out on the street and trade away what you don't want. 3000 yen isn't bad, but paying 20,000 yen for an unseen assortment of stuff seems excessive.
This one looks like you know what you get in it, except it's random as to whether you get the Piplup, Pachirisu, or Pikachu figurine. The main appeal is the inclusion of brand-new products.
