So does this mean we'll need a passthru and all that homebrew equipment for this?
I got excited for a minute and thought a US version was being released...

I thought so too. I was just looking at import sites for this game. But I doubt there will ever be a US version with all the characters' licenses and all and all the companies agreeing on a single game.

God, I SO want a U.S. version of this game if only to destroy a dozen annoying Anime jerks (including and ESPECIALLY Goku) with Arale from Dr. Slump.

There will never be a US version of this game because the American rights to Jump's properties are scattered among about a dozen companies. Its hardly worth it for a company to try to get all of them for a single game.
You really don't need to read much to play this game. I used a guide to learn what the objectives of some of the missions were, but other than that, there's nothing you really need to know.
And yes, this is one of the best games out for the DS. It's like Super Smash Bros. with Kenshin and Luffy.

Ah, but what about EUROPEAN rights, White Rose Duelist? There is still hope!

I believe most of the companies that own the rights to it in america also have the rights to them everywhere outside of japan too?
